Etiquette for anal sex

So, what is the expected etiquette if I am being sucked through the gloryhole and the guy decides he wants to put me in his ass without a condom? I had this happen a couple of times and it was disturbing. I did get tested and on PeP but I think the guy should be more courteous and either ask first or just put the condom on. I enjoy anal and want to do it, but I want it safely. Just wondering if it is a risk I take by sticking my cock through a hole or if these guys are flat out wrong.
